Madhya Pradesh State Established on 1st November 1959 under State Reorganization Act 1959.
Established after combining the following Areas:
- Mahakoshal Region
- Madhya Bharat State
- Vindhya Pradesh
- Sironj Tahsil (Earlier in Rajasthan)
- Bhopal State
Following revenue System Existed
Malguzars in Mahakoshal Region, given Ownership rights by British in 1858.
First Land Revenue Act passed in 1857, there after in 1917.
Malguzars were bound to pay 50% of recovery of land revenue.
There Were Two Types of Villages.
- Farmers used to get land from Government, and from among them one person was appointed as Patel, who was responsible to recover the rent from the farmer. For this government used to pay them commissions.
- Other Was Zamindari Villages, management of this was in the hands of proprietor. In case of more than one co-share holders one out of them was used to be appointed Lambardar.
Tenant and Farmer used to pay rent to the Lambardar and Lambardar himself used to pay to the Government a fixed rent on the particular village.
Government was having no relationship with farmers.
Lambardar had rights to have some share out of the recovered amount.
Malguzars had rights to hold some land treated as "Seer Bhoomi"
Before 1950 farmers where divided into following category
- Confirmed Farmers
- Ordinary Farmers
- Sub-Farmers
Only Confirmed farmers were holders of preserved and protected agriculture land. Remaining two classes were controlled by the conditions of their contract.
Confirmed farmers were provided limited transfer rights based on acceptance by Revenue Officers.
in Bhopal State revenue System was controlled by Raiyatwari System.
The Person holding land from Government was called Occupant and the tenant was called "Sikmi Farmer"
Sub Farmers were to hold land for annual lease basis.
in 1953 Jagirs were abolished in Bhopal State. Jagirdar were deprived of their land and sub farmers who had lease for more than one year were provided with the land, because of this law became very confusing. Farmers were divided into following categories.
- Panch Paitalisi Farmers (5/45)
- Lease Hold Farmers.
- Special Farmers
- Farmers
- Sub Farmers
First two farmers were considered Land Owners and remaining were called non entitled (Gair Hakdar)
in Sironj Area as Per Rajasthan Farmer's Right Act 1855, farmers were classified into three Groups:
- Holding Farmers
- Self Cultivating Farmers
- Non Holding Farmers.
